1984 Mercury 9.8 Throttle Shaft

I have called mercury Marine and looked in the manual. There is no info on how to remove the throttle shaft located in the tiller. The schematic shows a bolt and a bracket on the underside that looks like it is holding the throttle shaft. I removed the bolt , but didn't want to force anything.
Is this bracket the one that holds the throttle shaft? Should I just tap it a little to get it out?

remove the tiller handle

the handle needs to come apart as well.

I gave it one little tap and the shaft popped out , no need to remove the tiller. Now I realize I need new cables also. Is there anyway to make these cables rather than order new?

search ebay, the whole tiller handle and bracket with cables is about $10
