I winterize the engine yesterday, today I go to put the air cover back on the carbs and I see one intake manifold bolt backed out. I tighten the bot back in and check all bolts, they were all very loose I never touched the manifold bolts before brought the boat last year. seems very strange why they are all loose!

Sounds like the guy put them in finger tight and forgot to Torque them down to spec.
This is a red flag to check everything very carefully on your motor.
You have months to inspect everything, and make sure its perfect for next season.

Yes I agree these intake bolts are in the way the the carbs to get at them, I did tighten with a wrench and socket with swivel, to be able to torque them to spec means removing the carburetors this engine has four of them.Do you need a manuel to do this?

Yes you should have a manuel if your going to fix/maintain your motor.
You should remove your carbs every winter take them apart and clean them so no problems next spring, yearly" perfect maintance".
You should take the intake off to make sure gaskets ok don't stop short check the gasket too.
