Lack of power in my 2002 Mercury 40 hp 2 stroke

Hello. When I run my motor anywhere from 1,000 to 1,300 rpm's in forward gear I get a bogging sound and, can feel the motor struggling. If I drop it back into neutral it stops and will idol perfect. I need to stay at these rpm's / MPh in order to navigate through the 1st 1/1/2 of river. From my boat slip. If I give it throttle as its bogging the motor will blow a good bit of smoke and run great afterwards. The motor only does this at the rpm's as described above. I can go w.o.t. for miles and bring the throttle back to these exact same rpm and it will do the exact same thing. I run TCW3 rebuilt the carb, drained the gas, oil, and, new plugs. Compressions is great. Will someone please give me some knowledge or ideas? Thanks you!
