2004 Mercury upper cowl removal

I am new to boating and trying to address a fuel issue due to getting watered down gas over the weekend (Irma related). I have a Mercury 150 4 stroke outboard. I want to check the fuel filter but can't seem to remove the top cowling. There is a latch that I am pulling open according to the manual. However it doesn't seem to be releasing the cover. I don't know if the latch is broke or I am not pulling back enough? But after pulling back, the cowl is still attached and won't budge. This is the first time I've had to remove the cover but had mechanic check the motor a couple months back. Any trick I should know? Sorry for such a dumb question but I'm learning. Thanks for the help.

One more edit. After looking at the latch assembly, I am curious if the latch is broke and not releasing the cowl.
