Question on timing 150 2 stroke

Trying to set timing on 2.5- 150 2 stroke carb motor. according to manual you should be able to static time out of water with plugs out. I can see no change in the timing when I move the trigger control arm. When I put on hose or in the water and run motor, I can see it change or at least enough to set the idle timing. I have not tried to set the high end timing this way yet. Can anyone tell me why it will not work as the manual says? I also found a video that showed doing it with plugs out and the timing would change as they made the adjustments.

It is a 2000 year model. The manual is an online manual I downloaded but appeared to be same as OEM but may not be.

if it doesn't change by movin' tha trigger would make trigger and/or controller suspect..... lean more towards controller..
