1985 75hp 4cyl Mercury won't turn over to start

Just replaced broken controller with used controller. Took boat out for a test ride was not properly shifting from neutral to reverse. Got another controller replaced damaged part in first controller installed repaired controller shifts properly now but no reaction from turning key to start. Prop spins freely so I'm pretty confident its in neutral. Choke responds properly from key action. Checked battery voltage drop when trying to start it holds 12 volts. Don't know why it won't start or even try.

Its possible the neutral start switch in the controller is not connected right. Or the kill switch on or near the controller. Could have a lanyard going to it. Just helped a friend with his.
