2006 15 hp mercury reverse lock not working

Ive searched and searched and can not find an answer to my problem. I have a 2006 15 hp mercury that the reverse lock does not work on. All the posts ive read have had to do with a reverse lock cam, which I'm pretty sure my model doesn't have. There is basically a linkage going from the locking bracket, up and over the mount, abd back down onto the shift shaft.
As far as i can tell by there is no other way this connects other than the eye at the botton.

i have a 1996 and it is slightly different but the sliding the part circled in red sets the reverence lock points on my motor and i would guess its the same on yours, i keep mine set so its only locked in reverse , so if i bump some thing in forward it kicks up
