1973 Mercury 7.5 HP Point Setting & Timing

I am new to the forum and hope that I can get an answer to something that I read on an archived post. I'm working on a 1973 Mercury 7.5 HP, S/N 3733058, which won't start. Has a weak intermittent spark on both cylinders. I'm rewiring and trying to set the points. In the post it said to watch the flywheel marks when checking ohms on the points. Are the flywheel marks I & II supposed to be in a certain location when the points open or close? The only thing I can tell on the ohmmeter is when the points close for each cylinder, which appears to be about 180 degrees apart.

Update to my last post. Compression on #1 Cyl = 95 & #2 Cyl = 100. Spark looks good on both plugs after rewiring. The motor tries to run if gas is put into cylinders. I will rebuild carb again after I noticed that the plastic venturi was broken and I thought I heard air escaping when I pumped the bulb. Any suggestions?
