1997 Mercury 115hp Offshore Power tilt and trim not tilting to full upright position

I have twin 1997 115hp Offshore outboards. The port engine tilt trim works but does not function smoothly like the starboard engine. The first thing I want to check is the fluid level. The power trim will not raise the engine to the full upright position. Thus I cannot engage the lock. I am going to open the manual release valve so I can lift it completely and lock it in place (I hope it is not too heavy).

Any suggestions if if is not as simple as adding fluid?
