1991 40 hp mariner dual carb idle issues

We have rebuilt the carbs and fuel pump and new filter. Now we can't seem to get her to idle down very well. Its either too fast or stalls out.Any suggestions?

Did it idle before you took it apart?

If it did you may have assembled or adjusted something incorrectly.

​If it didn't then it's probably still dirty inside
