Mercury 40 hp Outboard ( 2stroke - 1980) Throttle Control Lever Broken

See the photo. There is a piece broken off of part of my throttle assembly (I think) and I have no idea what to call it so that I can find a replacement.

It looks like it's part of the shift shaft setup, does the motor shift gears OK (not into R unless running)? What does it do when you turn the shifter?
