did you file the rings to fit? clean the ring grooves? deglaze the bores?

are these over-sized rings in a standard bore?

Lower unit turns piston ring align with the groove. The main has a pin hole that lock the crank in position with the reed

If you take out the spark plugs, doe the engine turn freely or does it bind a bit?

I recently did similar work on my Merc 7.5 and found that during the re-assembly the lower bearing was not fully seated and was causing the crankshaft to bind up.

See if the engine spins freely without the spark plugs.
