2002 50hp Mercury 2-stroke trouble starting idling and running at low RPM

So the engine will normal fire right up and run first start but after that it has issues starting and idling. It will also cut off when in gear at low RPM. I have replaced the fuel filter and now I don't know if I should take the carbs apart and clean them or the fuel filter this engine is new to me and may not have been taken that well care of any helpful tips would be great.

I also forgot to add if i tilt the motor up while running in low rpm it cuts off much faster.

Need a serial #. A compression and spark test needs to be done.
