20 hp 1976 mercury starving of fuel at wot

ok so i rebuilt the fuel pump no change soaked and cleaned the carbs twice , set the float parallel with body, checked my gas line and bulb no leaks, but if i prime it really hard gas comes out the overflow hole on front of carb . it starts right up and runs great up to 3/4 throttle. and i can hear a vibration in the carburetor when i squeeze the bulb. i should note that i have kind of a large inline filter that always has a little air in it between the tank and bulb

Is setting the float parallel to the body the correct float setting? Did you replace the needle and seat when the carbs were rebuilt?

Most filters look half empty when running and that's the way they are.

Not to invade you post now but here is something I found wrong on mine tonight. You said you rebuilt the fuel pump so this might relate. I tore into mine tonight and found that one of the flaps on the gaskets was some how pushed into the hole it was supposed to cover. Fixed but haven't ran it yet...will let you know.
