Cannot get lower unit off - 2004 merc 115hp

Tried searching and didnt find anything similar for this engine. The motor is a mercury 2004 exlpt 115 hp, s/n OT919496. The four bolts at the interface between the lower unit and the engine were removed, and it does not come off. What am i missing?

Did you get the two from underneath? One is hidden by the trim tab and one just forward of that.

Is there one up inside the lower exhaust vent like on the older mercs?

Should just be 5 15mm nuts with washers. Sometimes corrosion builds up on the studs and they stick. I would try to lightly massage it with a soft dead blow or a rubber mallet.
