2004 Mercury 150 XR6 pee hole / cooling

I just bought Fish and Ski outfitted with a 2004 Mercury 150 XR6, I got it hole and hooked it uo to a pair of muffs and there was no water coming out of the pee hole. I let it run for less than 1 minute and seen no water. My last Mercury 40hp would instantly start peeing, does the 150 need to hit a certain temp before peeing or could there be something wrong. Boat dealer said everything checked out before purchase and I do have a 30 day warranty.

What am i missing here?

That's a 2.5 liter and the t-stats have to open before it pees,could take several minutes depending on water supply temp.
