Mercury 1988,2 stroke 150 hp throttle cable adjustments

Help!!
I installed a new throttle cable yesterday, and can't seem to adjust the cable. It is racing at 4000 rpm in neutral. Boat has.a hot foot. Any ideas please?

Remove the cable at the engine movable end and threaded brass barrel. Manually push the engine throttle linkage to the idle stop. Turn it on and idle it. Did it do ok? If so, you must not have set your linkage properly. If the error is on the engine end of the new cable, with the engine throttle linkage as specified above, connect the end of the cable center (movable) conductor to the stud at the back end of the area where the cables mount.

Look at the position of the threaded barrel. If not aligned with it's mounting socket exactly, roll it up or back on the threaded brass tube till it is. then put it in the hole and slide the keeper cover over it. Now try your foot.
