1996 Mercury 40hp power trim

I have a 96 Mercury power trim where the welch plug is missing, causing it to spray oil when the trim button is pressed downward. This is a non-serviceable part. My Mercury mechanic had no helpful information on it, but allowed me to roam his back lot. I was able to verify there should be a welch plug and even saw one with some sort of plastic sticking out of it. The whole is visible from the rear of the boat and is in the valve body, just below the pump motor.

Has anyone had experience in plugging this hole? If so, how and with what? I'm concerned about the pressure from the hydraulic fluid. The hole edge is approx 1/4" or 5mm. I have considered a nail held upside down and pressed into it and then covering it with JB Weld and grinding/cutting the nail after it dries.
