merc 9.9 conversion to 15

I have a 1997 9.9hp 2 cycle Mercury outboard on my boat.
Can I upgrade it to 15hp with a new carburetor and new spark plugs?

yes but it depends on the exact motor,between 1995 and 2000 some can be up graded to a 15 with a carb and timing change, if its a Canadian or American you stand a chance
