1989 Mercury 115 Tower of Power Questions

I just bought an 89 Bomber bass boat with an 89 115 Tower of Power..the guy I got it from had the starter rebuilt and never reinstalled it..I have the hot and ground wire attached to the starter but there is a longer (what I assume to be another grounding wire) directly underneath the starter and have no idea where it goes..I'd really appreciate pictures of the outboard if anyone has any available I can't find anything g helpful on google.

The configuration of the TOPs changed somewhat over the years, so you will want a picture of one close to your year. On my '77 IL6 the ground cable from the starter went to the upper cowling support bolt. The starter solenoid was mounted right under the starter and a short power cable bolted to the starter. There should also be the main ground, bolted to the lower cowling, behind the fuel pump.

As far as I know, a 1989 115HP Merc is an inline 4 cylinder, which is not a TOP.
