Mercury 225efi oil issues

I just bought a 97 merc 225efi....oil is getting from the tank to the motor but its not pulling the oil from the onboard oil tank....I've toped up the oil tank on the motor but its still not pulling it through from the other tank...any suggestions would b greatly appreciated as I don't have much experience with the system

It pressurized off engine, start it and let it run about 10 minutes and the open oil tank in boat ,you should hear the pressure bleed off as you open cap.
