1961 merc 350 Kiekhaefer rope starter tab washer

I bought a 1961 merc 350 Kiekhaefer and it needs some work. The last piece I need to finish the rebuild is a new tab washer for the starter part which ill pick up tomorrow hopefully. The question is, how does the washer work. Do you just bend one tab down into the small hole, or bend a tab up against the nut?
Attached is pictures with the old washer, which has most of the tabs broken.(some broke when i was trying to figure out how it works, Till the middle tab broke.)
