2003 Mercury 90hp Power Loss

I have an 2003 Tahoe Q3 with a 90hp Mercury 2 cycle. My problem is, when starting it ( Not In Gear ) it will hit about 5000 - 6000 rpm.
When we put it in gear to go, the motor only runs about 2000 rpm and will only go about 10 mph. Any suggestions?

Did you check your throttle cable to make sure it is moving through the whole range of movement? Have you tried manually opening/closing the throttle on the engine to see if it helps?
