Is there a school of thought that outboards will perform better/differently when run on portable tank versus the permanent tank?

The only difference I can say is that with a portable tank you can move it and chances are it is lighter so the less weight in the boat the faster you can go also with the pr table if your listing on one side usually you can move the tank over to better balance the boat is the hose is long enough

If the portable is closer to the engine the fuel pump doesn't have to suck as hard and you might get by with a faulty one with the portable.

Not if both tanks have good gas, no debris, no hose leaks, and are properly vented.
