The shift foot at the lower unit will not stay up in place where it mates to the upper unit. I'll put it back up into its slot with a pair of pliers (it is sliding up and down) and it will stay for a little while but fall out of place shortly after. I put a small clamp on it and it has stayed in place and worked ever since. I'm trying to figure out if there's a spacer or sleeve or washer missing somewhere that might be causing this so I can fix it next time I split the drive.

Any advice or experience with this would be helpful.

You're missing the stainless washer that sits on the splined shift shaft of the lower unit when you mated the halves together. It keeps the shift shaft from dropping.

That is it, either washer either missing or dished. The correct fix is to drain the outdrive, drop the gear housing and replace the washer. A couple of nylon cable ties might work better than a clamp, and are not likely to come off and run through the prop.
