mercruiser 140 won't start

Hello all. I have a mercruiser 140 that turns over, has fuel and has spark at the plugs. Boats been sitting for 10 years so I've replaced cap rotor wires condenser and fresh gas. Every now and then I can get one poof out of it and some smoke comes out bit that's it. Spark plugs have spark, at least while they are out where I can watch... Been stumped on this dang thing for a while... Could low compression be why it's not starting?

What have you done to it to get it ready? After 10 years I would do a carb rebuilt. Did you set the points?

There is a long string of questions we can thing of but how about these:
When you pump the throttle is gas going don the throat of the carb?
Have you tried starting fluid?
