brass barrel on shift cable is pinned. can't adjust?

Just got done doing complete bellow and Gimbel bearing install. I noticed when I took my lower shift cable loose at the shift plate I could not see the inner core through the small indicator hole in the plastic end cap. Thought somebody just installed it wrong.

Anyways, got it all back together and went to adjust my lower cable to 6" and the brass barrel is pinned. Can it not be adjusted?

To get it to work properly I have to moved the plastic end piece out and screw the tiny set screws down on the almost very end of the inner core.

Two questions:
Do y'all think it will be OK to run it like it is with the set screws at the very end of the inner core?

Also if I did buy a new shift cable would the brass barrel be pinned in it also?

Yes, all the barrels are now pinned. If the measurement is any more than about 1/4" out, you have other problems.
