Excessive play in steering cable?

I know this is probably excessive play, and am I correct in assuming a brand new cable/steering gear will be a lot tighter? Do I need the complete kit or just the cable? This is for a 1987 470 Mercruiser Alpha 1 stern drive in a 17' boat. Not really sure what/how to order, other than watching youtube videos on how to measure cable length. Advice is appreciated. It is a Teleflex system.

You don't think a new kit would be an improvement? When I'm puttering around off-plane, but above bare steerageway, the boat has a dutch roll, side to side by about 30 degrees.
