Tight steering & shifter throttle binds up on my 1984 mercruiser

Two Issues
Before I start changing and or messing up what advice can you guys offer

Engine
1984 Mercruiser
4 cylinder
power steering
I have owed boat 10 years and never changed steering cable or throttle cable

STEERING

It gets stuck after boat is sitting . After I put pressure on wheel it frees

Earlier this year steering froze solid could not turn at all
.
Went too local parts shop and they told me too open large bolt that connects steering
cable into steering ram and remove and reinstall

Was able too loosen bolt , cable seemed frozen into ram and would not come loose.
Was concerned putting unbalanced pressure on cable at an angle would cause the end of
cable breaking into steering ram .
Shot a lot of grease into the cable fitting , eventually it freed was able too
turn lower unit ( tightened bolt )
I just put boat into water and the first turn of wheel its froze, have too put pressure on wheel
it then releases , tight steering, but has older power steering and I think that's how its supposed
too be . Works balance of day but frozen briefly at first turn .
Does this sound like stuck cable end is rusted into ram which is why steering jams ?

NEXT ISSUE

Original Quicksilver Throttle , single throttle arm with lower unit controls on handle
Cables could be original, I never changed in the 10 years I owned boat


I know the only cable that was changed was when bellows was changed shop changed cable from lower unit
into engine
Example what I am experiencing
When docking, I am fighting throttle

never goes from forward too reverse smooth,

Never responsive and just get the feeling it could jam at dock and I always get a uncomfortable feeling
when docking especially when there are other boats.
At times I think I am in forward when it still is in reverse.

Earlier this year I removed cables from throttle ,
Throttle arm moves freely and seems fine when no cables attached.

Explain how all this works
If you guys think new cables, what should I consider in what order
new cable from throttle too?
Next set of cables do what ?

From carb too two set of cables, forward and reverse
How does that all work confusing

At one time I was messing around with cables and changed the barrel adjustment on cable causing
the interrupter switch stalling before going into reverse .
Eventually corrected but I don't know what I am doing in this area.

I have no problem purchasing what ever is needed just I tend too purchase items
not needed . I am not a mechanic just a handy guy like the rest of us using this forum
Its a crap shoot sometimes.

So does the steering wheel move freely with it disconnected from the ram? Same for the throttle cable does the throttle move freely when disconnected too? If no then then your going to need new cables. I would think if the cables are at 30 years old like the boat then it's probably a good time to replace them before something breaks on the water and strands you out there.

Just make sure you get the book and adjust the cables properly.
