Steering slop 1989 mercruiser alpha one drive 4.3 litre v6 vortec

Hello all, have noticed a bit of steering slop in my sea ray, now i know that its the nut and bolt inside the transom assemble that's causing the problem, well 90% sure anyway, i was wondering the quickest easiest and cheapest way of getting to and tightening those bolts or depending on how good of condition they are in spot weld the arm to the shaft, i dont want to have to remove the leg bell housing bellows and gimball housing its just such a pain in the ***, ive heard that you candrill through the back of the transom to get to it but Im not sure, can anyone out there shed some light on the matter, maybe with pictures
