Can anyone tell me the function of this 23-67370 --SLEEVE part #34

Mine was split

and I'm wondering if that had any bearing on shift shaft seal leaking. I can't see how it does anything much... it's a little rubber donut just floating over the seal. Also - some references show a fiber washer going on the shift shaft above that sleeve and some don't. Should I put one?

It keeps the marine dirt and other marine garbage in the water out of the seal.

look at this nonsense too... about 10 hours on this water pump since installed August 2012. An I used the tool to set it to proper position.

pretty sure I bought the real Quicksilver one too. I *think* those are the Mercury part numbers right there.

yeah I just looked up my invoice for that impeller kit ordered last summer - 710-47-43026Q06

I guess I'll try Sierra this time. Maybe it's just all junk now. Might as well save a few bucks if the real stuff is crap too.

That looks a lot like heat damage. Minor, but heat damage just the same.

I would look in the upper and make sure the filler wall is in place, it keeps a lot of that heat off the pump.
