1986 Baja Sunsport with Mercury 6 cyl......locked up????

[1986 Baja Sunsport]

I have a 1986 Baja Sunsport with a Mercury 6 cylinder. The engine is about 4 years old. I did not winterize the engine and temps got down to about teens a few times. I tried to turn engine over but starter just clicks and battery fully charged. Could my engine possibly be locked up or could it be something simple?
