1988 water not leaving the prop

so i purchased a really clean 88 sea ray mid cabin,huge boat for 21'.this is my first mercruiser.
no water comes out the prop,but it does come out the bottom of the gimbal housing on the back of the boat?two little holes one on each side.im looking at the manual and it dosnt show anything coming out that spot of the boat.
i pulled the stat housing and it was clogged up with a bunch of mineral deposits.it wouldnt flow.so i put water in the hoses to clear them out,when i put the water in the hose that goes to the elbow,it dosnt come out the exaust.
this boat has an original 151.5hours on it.

so i pulled the elbo off and it looks pretty good(clear no deposits)so my main question is now,i put a waterhose right down the exaust tube and 95%of the water came out the holes in the bottom of the gimball housing(pics)this is the bravo outdrive,not really any came out the prop

whats normal,the water coming out the holes?it seems like the hose is cracked from the heat of the exaust without the water.

Yes, most of the water comes out of the holes, very little out the prop until higher speeds in the water.
The exhaust bellows might just be old. Take a close look at the u-joint bellows --- they are the important one.

Yep, those are the idle relief ports and most will come out of there until you get a little speed in water.
