Trim and tilt issues

I am having trouble with my power trim on a 1990 4.3 mercruiser. I have the unit with the yellow cap for the reservoir, seems to be a pretty common unit. I cant get it to do anything, so I took the small motor off and it will run when connected to the negative and either the green or blue cable hooked to positive. I seem to have a problem with this part

I have 12vdc on the middle screws but nothing on either the right or left screw, this is where the blue and green lines go. Any opinions on this and what is this part and where can I buy one?? Thanks

those are the solenoids

one controls the up (blue) the other down (green)

you need to verify that the switch at the control/dash works properly and you are getting voltage to the primary (smaller) posts on the solenoids - that is how they activate and get voltage to the larger posts (right and left side you refer to in your pic)

Thanks for your reply. I have voltage on the smaller posts you refer to. Does this mean these solenoids are bad?? How can I test them??
