Mercruiser power steering issue

i am working on a mid to late 2000,s Mercruiser 8cyl generation two power steering issue. water in the power steering fluid. Changed the oil cooler. Power steering pump had numerous leaks, replaced it. changed the steering cable and steering cable tube. started the boat after the winter, the steering wheel turns to port on it,s own and i can not turn it back ,unless i shut down the engine.........bad pump ? bad actuator ? please help

Make sure the cable is free to move side to side and fore and aft.

Yes Sir,
when the engine is off, and it can be steered fine.cable moves free,side to side ,aft and foward.

Ayuh,.... Welcome Aboard,.. Did ya align the wrench flats on the shuttle valve like shown in the manual,..??

That would be in the pump, correct ?

Nope,... On the shaft of the actuator...

Might want to read this. It's from Volvo, but it's the exact same steering system.
