Replacing water shutter on 1978 165hp mercruiser

[Misty Blue 1978]

Have water in the 1st cylinder...have cracked exhaust manifold... but since I have the engine all torn apart I took a look at the water shutter and found that it was not in working order.
Any one have a technique on removal and reinstallation of the water shutter?
