water in drive bellows

I recently took my outdrive off (Alpha 1 R series) and noted water in the drive bellows. Aside from either the drive or shift bellows leaking, how else can water get in the drive bellows? These bellows are fairly new (3 years old) and I wouldn't think they are the culprit - but not for sure.

If that large seal ring is knocked out of place when installing the drive, it will allow water in the bellows. That's why they should be glued into place.
