Trim Pump

Pump goes down fine but when I try going up I just hear clicking. Wires look good, could this be low fluid? Oh, 1974 Mercruiser 165hp Inline 6.

Nope,... low fluid, it'd whine, 'n not move... You have an electrical issue...
