How many shift shaft rubber washers?

1987 Alpha One stern drive, I'm in the middle of replacing the seals in my stern drive. I noticed when I took off the old stuff for the shift shaft there were 2 rubber washers under the shift shaft washer. Is there suppose to be only one washer or do I need to use the rubber washers to make up the height to the shift shaft washer? Here is a pic of what I took off (I bought the right parts, no worry)

Are the diameters of the rubber washers bigger than the steel washer? Mine are and it does not make sense.
