How many shift shaft rubber washers?

1987 Alpha One stern drive, I'm in the middle of replacing the seals in my stern drive. I noticed when I took off the old stuff for the shift shaft there were 2 rubber washers under the shift shaft washer. Is there suppose to be only one washer or do I need to use the rubber washers to make up the height to the shift shaft washer? Here is a pic of what I took off (I bought the right parts, no worry)

Looks like someone left an extra in at one time or another and now you have two. Doesn't look like it hurt anything, but I would go back together like the drawing:

Are the diameters of the rubber washers bigger than the steel washer? Mine are and it does not make sense.
