new owner...does not go in forward only in reverse

1st time taking the boat out, find out the forward gear dont work, when i opened the engine the wire when u hit the forward does not work but back works, the bottom one ripped, what do you call that part and can I fix it my self?

hard to tell from that pic... but if in fact the threads stripped out, what else is bound up or stuck to cause it not to move and just pull apart? possibly po had it apart and forgot to put completely back together?? i would unhook the cable to see if you can move it foreward and reverse by hand first, to be sure it moves freely.
