Pulled outdrive, now shift issues

Merc Alpha I gen II, 5.7 2 brl. I pulled the drive and replaced my u joint bellows and shift cable bellows because shift cable bellow had a tear. So that went relatively smooth but I am having shift issues. OK, here are the issues....with the trim down....The prop spins freely in neutral, spins both ways in forward, lock cw in reverse. With trim up it works as it should, spins freely in neutral, locks ccw in forward, and locks cw in reverse. So whats the deal with it only working right when trimmed up. If i take the shift cable off of the plate and work it by hand it works as it should with trim up or down. Push in all the way outdrive goes into forward and prop locks ccw, pull out all the way and outdrive goes into reverse and prop locks cw. I don't know, any suggestions?
