Carb or prop causing bogging mercruiser 260

Just splashed my boat and I am having the same problem as last year. When I floor it the boat falls on its face and then it takes off. So far I have done plugs, wires, cap, rotor, all filters, and rebuilt carb. Last year people said that the prop could be to large for the boat, but I feel when The secondaries on the carb open thats when the boat boggs. Is there a secondary adjustment for a quadrajet. Once the boat gets past this issue it will wind up to 4500 rpms and screams. Any Ideas??????:confused:

Ayuh,.... Yer on the low end of the rpms at wot range, but not bad...

I think it's a Carb issue, but I don't do rochesters...

The older Merc manuals might have some Ideas for tunin' it,..??

I feel its the carb to I rebuilt it two weeks ago and the float measurement is correct and all passages are clear. I feel that the secondaries are coming alive to late and the boat struggles to get going. But then from 3700-4000 rpms is a boggin range also. I will hear the secondaries open in this range, so I'm thinking secondaries are the issue.
