Bellows for 1975 mercruiser

I am replacing the exhaust bellows on my 1975 galaxie Mercruiser Alpha 1. I have one end of the bellows on, but I am having difficulty getting the outdrive end connected. Is there a special tool or a trick to getting it on. What would happen if the outdrive end of the bellows was not connected at all?
