Engine is a 1995 Mercruiser 3.0LX

Should loctite ever be used on the bolts when installing a new starter? I put a new one in a short while ago and the bolts have already come loose twice.

No. Crank them tight and you should never have a problem.

When you replaced the starter, did you reuse the original bolts?
