1973 120 mercruiser no reverse

i was putting mynew to me boat back together and no matter what i do with the lower shift cable i can't get reverse to fully engage. With the out drive off i can turn the shift shaft and fully engage reverse but the shaft turns almost a full 90 degrees could my shift crank , spool , or clutch dog be wore would like your valued opinion before i tear into it too far

Sounds like clutch dawgs are worn.

thanks for the reply wanted a second opinion before i get elbow deep in the bottom end i plan to tear it apart tomorrow evening and see
