94 manta ray won't come up on rpms

Hello, I'm very new to the "joys" of owning a boat and new here. But last season right before we put the boat away the boats rpms wouldn't come up much past idle even at wot. The boat is a 1994 manta ray with the 3.0 merc./alpha 1 drive. It ran fine all summer long just fine. Thanks for your time.

Start with the basics

Fuel filter, ignition timing (including total advance) and condition of plugs wires and distributor cap. Carb may need a cleaning I think in the stickies there is a my boat won't hit wot guide
