Vent on top oh thermo Housing

Is the vent on top of the thermo housing (FWC system) functional only when the engine is running when filling the system?

The bleed valve on the thermostat housing should be opened when filling the system with the engine off. When the coolant reaches the valve, it should be closed. Then start the engine and warm up.

Honestly didn't think it would "vent" until the thermo opened.
This will be easier now.
