Thermostat Housing Hose and Water Heater

Good Day Last winter I disconnect both hoses from the water heater so I can drain it for the winter. Both hoses were coming from the Thermostat Housing.
Last week end I started both engines with muff to verify if all past winter OK. I have forgot to join the 2 hoses together during the warm up of the engine so that the water could circulate. I Then realized that they were no water coming out from those hoses when the engine was running.
If this normal ?
I thought the purpose of these hoses were to bring warm engine water to the water heater so that we can have warm water during navigation.

Both hoses were coming from the Thermostat Housing.

Ayuh,..... There should be one hose comin' outa the block, just before the t-stat, 'n the return line should go to the circulatin' water pump housin',.....

I my case, both hoses are coming from the thermostat housing. I will go to my boat tomorow, if the weather is OK, and will take pictures of my setup.
I will also look for a hose on the block just before the thermostat. I'll get back.
