1946 Johnson Sea Horse TD20 Starter recoil help needed

I just bought this motor last week cheaply the guy I bought it from knew nothing about it so I bought it as a work in progress. The last 5 days Ive torn it down cleaned it built it back up but the starter recoil isn't catching the turn the motor over. It unsprung on me and Ive gotten it to work good again but just won't catch the flywheel. Any help is greatly appreciated.

Are the springs on the 3 starter pawls on the flywheel?
