What kind of vacuum are you seeing when you have the vacuum gauged hooked and running at 4000 rpm ??

Open the cap to the fuel tank. If that fixes it, the fuel tank vent is partially clogged. Pump the fuel primer bulb at high RPM, if that fixes it, maybe the vapor separator or vapor pump are bad.

If you are running a built in tank, remove the antisiphon valve as a test to see if that is the issue.

Did you check/clean the fuel pickup strainer? Sometimes they are inside the pickup tube, like on my SeaRay.
